tpo_cas (Compatible with IFFS 2017.0.0 and up)

I have included an .xml to .tpo_cas whereas previously it did not have a corresponding .xml causing issues when installing the full logik matchbox package.

This matchbox is based on CAS (Contrast Adaptive Sharpening) v1.0.
Is a low overhead adaptive sharpening algorithm. The technique is developed by Timothy Lottes (creator of FXAA) and was created to provide natural sharpness without artifacts
